In a large bowl, combine the 1 pound ground pork, 2 green onions, 2 carrots, 2 cloves garlic, 1 ginger, 2 tbsps soy sauce, 1 tbsp sesame oil, 1 tbsp hoisin sauce, 1 tbsp rice vinegar, 1 tbsp cornstarch, 1 tsp sugar, and 1/2 tsp black pepper.

Mix thoroughly until all the ingredients are well combined. The mixture should be sticky and well seasoned.
Place a dumpling wrapper on a clean surface or in the palm of your hand. Add about 1 teaspoon of the pork filling to the center of the wrapper.

Dip your finger in water and run it along the edge of the wrapper to moisten it.

Press together the alternative corners of the wrapper to create a criss-cross shape, pressing the edges together to seal.
Lightly press one side of the dumpling into a plate of water, and then into a plate of 1/4 cup sesame seeds to coat it. Repeat with the remaining wrappers and filling.

Heat a large non-stick skillet over medium-high heat and add 1-2 tablespoons of vegetable oil.

Place the dumplings sesame-side down in the skillet, making sure they are not overcrowded.
Cook for 2-3 minutes or until the sesame seeds are golden brown and crispy.
Carefully pour about 1/4 cup of water into the skillet (enough to cover the bottom of the pan), then immediately cover with a lid to steam the dumplings.
Steam for 5-6 minutes or until the pork is fully cooked and the dumplings are tender.
Remove the lid and cook for an additional 1-2 minutes to evaporate any remaining water and crisp up the bottoms of the dumplings.
In a small bowl, whisk together the 3 tbsps soy sauce, 1 tbsp rice vinegar, 1 tbsp sesame oil, 1 tsp chili oil, 1 tsp brown sugar, 1 green onion, and 1 tsp sesame seeds.
