Preheat the oven to 350 degrees.
In a bowl, sift together the 1 cup all purpose flour, 1 cup cocoa powder, and 1 tsp salt.

In a separate bowl, whisk together the 1 cup white sugar, ½ cup brown sugar, ½ cup vegetable oil, 1 tsp vanilla extract, and ¼ cup red wine until smooth. Add the 2 eggs one at a time, whisking until smooth between each addition.

Add the dry ingredients to the wet ingredients and stir together with a spatula until smooth.
Line a 9x13 inch pan with parchment paper. Pour the brownie batter into the pan and spread into an even layer.
Bake the brownies for 35 minutes. Remove from the oven and let cool in the pan for 30 minutes before cutting into squares and serving.
